The nature of the relationship between the governor's institution and decentralized services In light of the National Charter for Administrative Decentralization

This is enshrined in Article 145 of the Moroccan Constitution and the organizational laws of the territorial communities, and is also confirmed by the provisions of the National Charter for Administrative Decentralization, which made governors and workers the most powerful actor in the new administrative decentralization policy, as this power is manifested through their relationship with the decentralized departments of the central administration. The National Charter for Administrative Decentralization reconsidered the role of governors and workers in order to make them an important tool for bringing the administration closer to citizens and responding to their needs, as they are in charge of coordinating between the various decentralized departments at the level of the tasks and competencies assigned to them, according to a unified strategy that enables the proper implementation of development programs and projects.
