The legislative and regulatory framework of preschool education in Morocco

Abstract

Early childhood education in Morocco is governed by a set of legislative and regulatory texts, which requires efforts to ensure their coherence and harmonization. Early childhood education also holds a distinguished place within the reform programs and strategies adopted by the state with the aim of developing this sector and improving its quality.

A number of actors are involved in the field of early childhood education, including ministerial sectors, civil society associations, the private sector, educators, as well as public institutions, territorial communities, and the National Initiative for Human Development.

The participatory approach has been adopted in the management of early childhood education in Morocco through the involvement of various stakeholders, particularly civil society associations. This approach has effectively contributed to expanding access to early childhood education, while the supervising authorities strive to focus on the quality of the learning provided. Given the importance of human resources working in early childhood education, represented by educators, attention has been given to highlighting the legal status of this group and the extent of the incentives provided to motivate them to perform their roles in the best possible way.
